PhD in Artificial Intelligence

As the Managing Director, Dr Licky Richard Erastus leads one of Namibian’s premier information, communications, and technology services providers. A proponent of growth, cost and risk optimisation rather than risk avoidance, the rising market volatility and uncertainty is a challenge he relishes. Evidence can be seen in his leadership response to the trying times of the COVID pandemic, during which MTC has chosen to pursue an expansion plan of providing 100% coverage across the expanse of Namibia by 2023 and across all walks of life and by so doing breaking new ground. Under his leadership MTC has seen exceptional top line revenue growth and is now charting the way in enabling the growth of the Namibian digital economy, while bridging the digital divide for marginalized communities. In addition, and since 2020 – MTC is pursuing an inclusive capitalism mind set with the aim of meeting Namibia’s development agenda contained in the respective national policy documents as well as meeting key goals as specified in the Sustainability Development Goals (SDGs), all while being able to declare a dividend payout of almost N$1billion. His journey, from humble beginnings to the upper echelons of leadership, is one that defines the Namibian spirit of commitment and perseverance. His practical hands-on business performance track record is underpinned by a solid theorical and academic record. Dr Erastus holds a PhD in Informatics, Masters in Informatics, BIT (Hon) Business Computing and BIT (System Administration and Computer Networks) as well as a Certificate in Telecommunications Policy, Regulation and Management. He has a strong background in technology adoption management and technology-human interface development with emphasis on security and telecommunications service relevance. Dr Erastus joined MTC from the Ministry of Safety and Security, where he served as the Head of Information and Communication Technology (ICT) for the Namibian Police. It is during this time that he served on the Interpol Global Cybercrime Expert Group and was a Data Protection Officer and Database Trainer for Interpol. Prior to joining the Namibian Police Force, he was employed at Telecom Namibia, holding the portfolio as Manager for Operations Support Systems (OSS) Technical Systems. He further served in several academic committees like the (Cyber Security Advisory Board for degree programmes in Cyber security and the Postgraduate for Certificate in ICT policy and regulation). Dr Erastus serves as Deputy Chairperson for the Namibia Computer Emergency Response Team (CERT) Steering Committee which is tasked with setting up the first ever Namibian CERT.
